When the clutch lever is unlocked, all the way out, the clutch should be engaged and therefore the motor will turn when you try to push the bike. More likely, when the clutch is out the rear wheel will not turn but instead be locked up with the motor.
Attach the Carburetor
Remove the carburetor from the plastic bag. The throttle cable will be attached to it. There should be a metal tightening clip on the end that slides over the intake tube. Slide the carburetor onto the intake tube and push it in as far as it will go. Making sure that the carburetor is straight up and down, tighten the clip until the carburetor will not move. The correct installation should look like the image below.
